NEWS

Dear visitors! From time to time you will find new information about the epoxy resin industry here. Unfortunately, this will be mostly information about regulations, but that's the way it is these days. Anyway, I hope it's worth stopping by here sometimes.

EUCLEF does not provide up-date information on registrations anymore
I am sure a lot of you who have to deal with EU-regulations on hazardous chemicals will know EUCLEF (https://echa.europa.eu/en/legislation-finder), the ECHA tool for providing all kind of information on registered substances. However, ECHA is reshaping the structure of providing this data and is introducing its new ECHA CHEM platform (https://chem.echa.europa.eu/). The information on hazardous chemicals and their endpoints will be migrated to ECHA CHEM over the next months/years. This process started in January 2024 with the migration of the data on registrations and registration dossiers. Consequently, the data on registrations found in EUCLEF might not be correct anymore and ECHA emphasizes this by providing a corresponding note on the substance sheets found in EUCLEF. Correct info on registrations and dossiers can only be found on ECHA CHEM. A video explaining ECHA CHEM, the migration process and giving a coarse timeline can be found here: https://www.youtube.com/watch?v=AVIeRVipwJs
The Commission of the European Union has published the Commission Implementing Decision (EU) 2024/367 of 23 January 2024 which is laying down rules for the application of Directive (EU) 2020/2184 of the European Parliament and of the Council by establishing the European positive lists of starting substances, compositions and constituents authorized for use in the manufacture of materials or products that come into contact with water intended for human consumption (hereafter called “positive list”).
You can find the text of the implementing decision in the different languages here: https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=OJ:L_202400367#msdynttrid=a1iImjX2rujr1zxcUQgU2z_-AAmuaHvbzO5tr7Q7KZI
The positive list includes all raw materials which as base of coatings or plastics are allowed to come into contact with water and will create an EU-wide harmonized regulative framework for these applications, which contrary to foodstuff-contact-materials was not available until yet.
According to my interpretation the positive list will be in force after December 31st, 2026.
Pls. note, that the different raw materials entries have a date of expiry now, which can be end of 2028, already!
In comparison to existing legislation, e.g. the assessment guidelines of the German UBA, hexanediol diglycidylether, 2-methyl-1,5-pentane diamine and DMP30/Ancamine K54 are included, to mention some surprises.
